San Marino Working Group

Examining and capitalizing on international experiences and looking beyond to strive to outperform other countries: this is the goal of Secretary of State for Finance Marco Gatti, who today coordinated the work of an important meeting between the experts of the project group led by General Umberto Rapetto – vice president of the Italian Data Protection Authority, former commander of the GdF's Special Telematic Fraud Unit, and a leading cybersecurity expert – and the San Marino Innovation leadership, attended by Alessandro Rossi and William Casali (who summarized the significant commitment already made in the field and the fruitful experiments they have undertaken in recent months).
The meeting—characterized by incisive operational activity—provided an opportunity to meet and appreciate the specialists identified by Rapetto to provide strategic support for the initiatives undertaken in the Republic regarding digital currencies and related exchanges. The breadth and complexity of the scenario highlighted the need for transversal, complementary, and, where possible, overlapping skills, to ensure the most comprehensive coverage of the issues to be addressed and ongoing dialogue between professionals with significant prior experience and the ability to work as a team.
The legal front can count on the contribution of the lawyers Filippo Cocco and Fulvio Sarzana of Sant'Ippolito, whose authority in information technology and new technology law guarantees the pursuit of the most ambitious goals aimed at achieving a regulatory framework that is compatible with international rules and capable of covering every possible scenario or practical case. Both have significant academic backgrounds and legal publications, and have emphasized a series of policy directions that also include a careful assessment of the local and external impact of relevant legislative initiatives.
Valerio Cestrone – speaking from London – outlined a preliminary course of action that could leverage the already brilliantly established activities of San Marino Innovation. An economist by training and a financial transaction security specialist with years of experience in the UK, Cestrone is not the only member of the newly formed team with a similar background. The other expert, with specific DNA and numerous industry accolades (including Best Lot 2018 at the Malta Blockchain Summit), is Valerio Gallitto, a graduate in economics and law, who outlined profitable opportunities for San Marino.
The technological aspects and those closely related to information security will be the responsibility of Dr. Vincenzo Merola, whose resume includes positions in Italy such as head of public administration network security at the Information Technology Authority, commander of the Army's electronic warfare regiment, advisor to the Minister of Innovation, and coordinator—at the Prime Minister's Office—of several working groups on the defense of critical technological infrastructures.
Today's discussions have proven extremely constructive, and the comparison between the various levels (political, strategic, and tactical) has proven to be a harbinger of satisfaction for the relaunch of the Titan.
