Honorary Deputy President of the Supreme Court of Cassation, former President of the Preliminary Investigation Judges of Rome

On July 24, 2002 he was appointed by Minister Stanca and Gasparri member of the Interministerial Committee for Cyber and Telecommunication Security in the Public Administration.

In November 2003 he was appointed Legal Advisor for the Security of CNIPA (National center for IT in the Public Administration).

He also holds a degree in Sociology and from 1978 to March 1.st, 1981 he was Head of the Office for Studies and Research of the Directorate-General of the Institution of Prevention and Punishment.

From June 1981 he was head of the Office for Research and of the Monitoring Office of the Ministry of Justice.
In November 1991 he started working at the Legislative Office: in November 1993 he was assigned to the Cabinet of the Ministry where he worked until February 12, 1994, when he was appointed
He was editor-in-chief in ’79 and ’80 of the journal “Rassegna penitenziaria e Criminologica” [Prison and Criminological review] official organ of the Prison Administration. He has held several position at the Council of Europe: in particular, he was been Vice Chairman of the Committee of Experts for the study of economic crime and cybercrime and Vice Chairman of the subsequent Committee of Experts for the study of procedural aspects concerning the fight against economic crime and cybercrime; these Committees drew up the important Recommendation no. R (89) 9 R (95) 13.
He previously directed tho researches funded by C.N.R. [National Research Council] on bankruptcy
He co-authored some of the volumes of the theoretical-practical Commentary to the bankruptcy law edited by V. De Martino, published by PEM.
From 1980 to 2000 he worked with the Ministry of Scientific Research as a delegate at the OECD in several working groups 8experts for the cross-border flow of data, experts for the drafting of “guidelines” on cyber security, experts for the protection of software, experts for the protection of privacy and cyber security, experts for the policy on encryption, etc.).

From 1993 until 2000 he was member of the National Committee of Advisors established at the aforementioned Ministry. From 1977 to 1979 he collaborated with the department of sociology of law at the Faculty of Sociology of the University of Rome and in 1986 he was contract (i.e. adjunct) professor of victimology within the above-mentioned chair.
Upon appointment by the CSM [Superior Council of Magistracy] he was a speaker at a number of study meetings and refresher courses for judges (from 1981 to 2001)
From 1985 to 1995 he was lecturer at the High Specialization School for Police Forces.
He is professor of IT law in the Master degree course at LUMSA University.

He has been a member of several ministerial committees: in particular, the two committees, chaired by professor G. Mirabelli, which have drafted two subsequent bills for the protection of people against automated databases and the Committee, chaired by the Director General of Criminal Affairs, which drew up the bill to fight economic crime and cybercrime, that was enacted as Law no. 547 of 12/23/1993.
From 1996 to 2000 he served as a delegate of the Minister of Justice at the Committee of Experts of the Council of Europe that drafted the International Convention for the fight against crime, which was opened for signature in Budapest on 11/23/2001.
Dal dicembre 2001 svolge l’incarico di cui sopra presso la Commissione di esperti del Consiglio d’Europa (PC-RX)che stanno preparando un Protocollo aggiuntivo alla sopraccitataConvenzione.

He is the author of “Informatica e Diritto penale” [Computer and Criminal law” published by Giuffrè, 1994 whose second edition will soon be published, and he is co-author of “Profili giuridici del commercio elettrtonico” [Legal aspects of e-commerce”].
