Esperienza professionale ed istituzionale
Fulvio Sarzana di S. Ippolito graduated in Law at the University of Rome “La Sapienza” summa cum laude in 1994. – He ‘s lawyer since 2000 and owner of Studio Legale Sarzana and Associates with offices in Rome and Milan. Fulvio Sarzana was Adjunct Professor at International University of Rome UNINETTUNO, Faculty of Law. Prof. Sarzana holds two courses: Digital Administration Law and Comparative Law of New Technologies: IoT, Artificial Intelligence and Blockchain.
He is a contract professor of "Blockchain and Cybersecurity Law" in the second year of the Master's Degree in Economics, Data Science and Digital Transformation study plan, at the Libera Università Mediterranea (LUM) in Bari.
He is the author of monographs on the organizational and regulatory aspects of local government. He is also the author of texts on citizen safety in local government through the use of new technologies.
He participated in transparency campaigns for local and central government bodies through access to public administration documents, promoting awareness-raising initiatives on transparency and conflicts of interest.
He maintains in-depth legal blogs for major Italian online newspapers: Il Fatto Quotidiano; Il Sole 24 Ore; and the Huffington Post.
He is a Cassation lawyer and is authorized to practice before the Higher Courts (Council of State and Constitutional Court). He is the owner of the Roma Sarzana e Associati law firm, with offices in Rome and Milan (www.lidis.it).
Throughout his professional career, he has primarily dealt with issues related to fundamental rights and has participated in several ministerial working groups for the regulation of the organizational processes of public bodies.
He has acted as counsel in some of the most famous leading Italian cases regarding fundamental rights and new media, including the AIIP vs. Moncler case and the AGCOM case and freedom of expression before the Constitutional Court.
He was a lecturer on the Advanced Course in Information Technology Law at the University of Lecce, a lecturer on the Advanced Course in Private Consumer Law and Civil Liability at the University of Rome “La Sapienza”, a lecturer on the Advanced Course in Legal Informatics at the University of Rome “La Sapienza”, a lecturer on the Master’s Degree in Information Technology Law at the LUMSA University of Rome, as well as a lecturer on the E-Manager Course at LUISS-Guido Carli.
He was a member of the Commission for Legal Informatics and New Technologies of the Council of the Order of Lawyers of Rome
– He was a contract professor of “Legal Regulation of Networks” at the Faculty of Communication Sciences of the University of Rome “La Sapienza”, and of public law institutions at the same faculty, Pomezia campus.
– He was a member of the Working Group on the Public Connectivity System at the Ministry of Innovation and Technology – He drafted the legal profiles of the Self-Regulation Code for the Internet and Minors on behalf of the Minister of Communications.
– He was appointed by Ministerial Decree of 1 July 2004, Member of the Technical Secretariat of the Study Commission for the reform of the Criminal Code.
– He was a Member of the Technical Secretariat of the Committee of Ministers for the Information Society.
He was a member of the Commission for the dematerialization of public administration activities.

On September 15, 2020, San Marino Secretary of State for Finance Marco Gatti appointed Salvatore Fulvio Sarzana di S.Ippolito as head of the legal sector of the Working Group for the drafting of the legislation on Blockchain and cryptocurrencies. Convegni Sarzana has participated as a speaker at more than 100 different national and international conferences since 2003.
He has published monographs and scholarly articles on new technology law. He has authored over 100 articles in print and online journals and edited the monograph "Legal Profiles of Internet Commerce" (Giuffrè Publishing House), the text "Internet Contracts and Electronic Commerce" (Giuffrè Publishing House), and edited the volume "e-Government" (La Tribuna Publishing House).
In 2010, he published the text “Video surveillance for local authorities” with Maggioli.
During 2011, he was among the leaders of the Movement for the Protection of Civil Rights on the Internet and in this capacity coordinated the volume "Copyright and Fundamental Rights on the Internet," which was the most downloaded free e-book on the Internet in the second half of 2011. The Movement, born to affirm the rights of expression and freedom of information on the web, reached thirty thousand signatures online.
In 2015 he published the instant book “The dangers and damages of web blocking”, with Bruno Saetta
In 2015, he served as a consultant in drafting opinions and legislative acts for a Parliamentary Group in the European Parliament's Culture Committee. Sarzana authored the 2017 Guide to Audiovisual Services via the Internet.

On 21 November 2017, with Resolution No. 674/2017, the Bank of Italy appointed Salvatore Fulvio Sarzana di S.Ippolito as an alternate member of the Banking and Financial Arbitrator (ABF), in the Bologna office.

With Resolution No. 521/2018 of October 16, 2018, the Bank of Italy appointed Salvatore Fulvio Sarzana di S.Ippolito as a full member of the Rome Board of Banking and Financial Arbitrators. The Governor of the Bank of Italy, Ignazio Visco, appointed, with Resolution No. 211 of April 6, 2021, Professor Fulvio Sarzana di S.Ippolito as a full member of the Rome Board of Banking and Financial Arbitrators. On June 7, 2018, Sarzana issued an Opinion to the Special Commission on Government Acts on the adaptation of Italian legislation to the General Data Protection Regulation (GDPR). Sarzana was also heard on March 19, 2020, by the Justice Committee of the Chamber of Deputies on: the Covid-19 pandemic, the alert system, and the protection of personal data. The written report presented by Professor Fulvio Sarzana di S. Ippolito was subsequently published by the Justice Committee of the Chamber of Deputies. Sarzana contributed to the "Privacy" Manual published by Ipsoa-Wolters Kluwer in 2019.
