ICT and Urban Development: IT Procurement and Smart Cities.

Fulvio Sarzana, a lawyer expert in new technologies and new rights, had listed a series of Roman vulnerabilities that clash with this 19th place in Ericsson's Networked Society City Index 2016.

According to Sarzana, in fact, Mafia Capitale and other cultural, social and economic degenerations of the city are the result, in part, of the inadequacy and shortcomings of the territorial ICT: "“Rome and its subsidiaries are said to be characterized by thousands of data centers and tens of thousands of centralized spending centers, all accompanied by disjointed, fragmented, and individualistic procedures. It's easy to understand the vulnerability of a system prey to dubious interests.”.

“The more digitalized a city is, the more likely it is to be transparent, fair and democratic.”, all virtues that Rome is currently lacking so badly.

Networked City Index 2016: Rome in the Top 20, but the real city suffers from digital paralysis.
