On 26 August 2026 the Ministry published in Official Journal<\/a> The tender notice for the low 26 GHz band. The procedure concerns frequencies between 24.25 and 26.5 GHz. It assigns usage rights for 5G and FWA (Fixed Wireless Access) networks.<\/p>\r\n

Along with the notice, the Ministry also released the specifications and technical annexes. These include the sharing model and the protection plan for operators already present on the band.<\/p>\r\n

This tender concludes a regulatory process that has lasted more than two years. It also opens one of the largest spectrum allocations in recent years.<\/p>\r\n

The regulatory process: from AGCOM to Mimit<\/h2>\r\n

The 26 GHz band has a two-part history.<\/p>\r\n

The upper portion, between 26.5 and 27.5 GHz, was auctioned in 2018, along with the 700 MHz and 3.6-3.8 GHz bands. That auction funded Italy's first 5G networks. However, the industry remembers it primarily for its price. The state received some of the highest fees in Europe. According to many observers, this then reduced operators' investment capacity.<\/p>\r\n

The lower part, however, was long occupied by the old WLL (Wireless Local Loop) rights. Some of those licenses date back to 2000.<\/p>\r\n

Then AGCOM<\/a> initiated the reassignment. It did so with resolution no. 258\/24\/CONS of July 16, 2024.<\/p>\r\n

This was followed by Resolution No. 21\/25\/CONS of January 27, 2025. This opened a 45-day public consultation on the procedures and rules of use. The collection of comments closed on March 13, 2025.<\/p>\r\n

On October 7, 2025, the Authority's Council unanimously approved Resolution No. 232\/25\/CONS. The final text was published on the AGCOM website on October 29, 2025. From here, the baton passes to the Mimit<\/a>.<\/p>\r\n

The Ministry then took three steps. First, it selected the Ugo Bordoni Foundation as its technical support on May 4, 2026. Then, it appointed the person responsible for the procedure on July 8, 2026. Finally, it published the notice on August 26, 2026.<\/p>\r\n

The race on the 26 GHz band<\/h2>\r\n

The band covers a total of 2.25 GHz, from 24.25 to 26.5 GHz. It includes a 50 MHz guard band and eleven 200 MHz TDD blocks, from B1 to B11. Two portions remain for Defense: 25.109\u201325.445 GHz and 26.117\u201326.5 GHz.<\/p>\r\n

The tender offers seven blocks: B1, B2, B3, B4, B7, B8, and B9. It divides them into two types of lots:<\/p>\r\n
