JURIDICAL ASPECTS OF THE INTERNET Quaderno of Internet Society The digital divide and telecommunications: potential technical-regulatory solutions by Fulvio Sarzana di S.Ippolito By “digital divide” we mean the gap between those who have access to the increasing number of new technologies appearing on the market, and to those who do not, often due to insufficient income, little or no knowledge of technology, or lack of infrastructure. Traditionally, a vertical digital divide is a gap between the citizens of the same country that face some lack of the prerequisites for development and are excluded from the benefits of the digital revolution and those that are not; this can be distinguished from the horizontal digital divide, or a gap between different countries that are connected to the internet but have unequal socio-economic requirements, thus preventing harmonious development. Moreover, in some cases both forms of digital divide can coexist due to the unequal distribution of the telecommunications infrastructure in the region. The situation in Italy is an example of how the digital divide may also be found in a country with high literacy skills and a fair level of affluence. An essential condition for the absorption or narrowing of both types of digital divide is the creation of a technological infrastructure that can support wide-band communications.
